Possible explanation for reverse type 3 !  EF
     
  1847 Penny - 'Medusa' - Reverse  
  A very unusual & rare reverse of this date has been  
  discovered and in October 2018  I produced a paper   
  and examined the differences between this reverse  
  and other Victorian copper penny reverses.  
  This variety I have named as "Medusa"  
  This 18 page paper is now available to all collectors
